Secondly, locate all Dream Patrols in Shores of Last Breath. Completion isn't necessary; simply discovering them (and having them appear on your map) suffices. Upon discovering all patrols, a message confirms Nightmare Tempest Mephis' appearance, and the boss becomes accessible at the location shown above.
