In an insightful IGN interview with Civilization 7 lead designer Ed Beach on February 13, 2025, it was revealed that there is still a chance for Gandhi to return as a leader in the game. Beach hinted that while Gandhi's inclusion might not be immediate, fans can look forward to his potential return through a future downloadable content (DLC) pack.
During the interview, Beach elaborated on the decision to exclude certain civilizations and leaders from the initial release of Civ 7. "So I would say we haven't forgotten about anybody who's been in our game before," Beach stated. He highlighted the challenge of balancing fan favorites with new and exciting civilizations. "Certainly civilizations, there's a lot of consternation right now about where's Great Britain or England, why aren't they in our game?"
