Starting The Lost Shipment Quest
Locate the Brannof Hall Dining Room, accessible from Brannof Boulevard near the Town Square. Speak with Cohen; he'll reveal the missing weapons. Crucially, speak to him again to receive vital leads.
Completing The Lost Shipment Quest
Two investigative paths await. Remove any Town Guard attire before questioning anyone.
Captain Shirker's Inquiry
Find Captain Shirker aboard The Vincible (southeast dock).
After a meal at The Delectable Dab (near Town Square), he'll mention a man in a blue waistcoat. Locate this man in the Town Square.
He'll lead you to "The Illusion," but you must impersonate "Sam" – requiring a monobrow. The hairdresser (Old Street West) provides this service (8 Silver, 280 Copper).
Investigating The Hooked Hand
Speak with patrons at The Hooked Hand (near Eel Street).
This will direct you to the Frequently Fresh Fish Stall.
The Fishmonger needs a Fetid Flounder (requires Level 25 Fishing). Write a note (Quill, Ink, Paper – found on Lord Brannof's desk), hide it in the fish, and give it to the Fishmonger.
Observe the "Furtive Stranger" who buys the fish.
Follow him to Monab Row, identify yourself as "Monobrow Sam" (remove Guard gear), defeat him (Level 30), and retrieve the Plumbatae. Return them to Brannof Hall to complete the quest.
